PC_2020_E_09 - Public consultation on the methodologies for creating a Nordic aFRR Balancing Capacity Market

In February 2020, the National Regulatory Authorities of Denmark, Finland, Sweden and Norway referred to the European Union Agency for the Cooperation of Energy Regulators (ACER) four proposals made by all Transmission System Operators on the methodologies to create a Nordic automatic Frequency Restoration Reserve (aFRR) Balancing Capacity Market. The four methodologies are:

  • The methodology establishing common and harmonised rules and process for the exchange and procurement of balancing capacity.
  • The exemption for not allowing balancing service providers to transfer their obligations to provide balancing capacity.
  • The methodology for the application of an allocation process of cross-zonal capacity for the exchange of balancing capacity.
  • The methodology for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity.

These proposals are all in line with the EU Regulation establishing a Guideline on Electricity Balancing, which aims at integrating the EU balancing markets.

ACER is competent to decide on these proposals in accordance with its founding Regulation as these proposals were referred to ACER after the National Regulatory Authorities failed to agree on them.

In order to make an informed decision, ACER welcomes comments and views from the interested stakeholders.

All interested parties are invited to submit their views by 20 May 2020, 23:59 hrs (CET).​

ACER will remain flexible in case a given stakeholder cannot manage to provide feedback by the deadline due to disruptions caused by the corona virus outbreak.​
