PC_2020_E_12_Public consultation on cross-border participation in capacity mechanisms

​​​On 3 July 2020, the European Network of Transmission System Operators for Electricity (ENTSO-E) submitted to ACER their proposals for technical specifications for cross-border participation in capacity mechanisms. These proposals are pursuant to Article 26(11) of Regulation (EU) 2019/943 and consist of:

  • a methodology for calculating the maximum entry capacity for cross-border participation,
  • a methodology for sharing the revenues from allocating entry capacity,
  • common rules for the carrying out of availability checks,
  • common rules for determining when a non-availability payment is due,
  • terms of operation of the registry of eligible capacity providers, and
  • common rules for identifying capacity eligible to participate in the capacity mechanism.

ACER shall approve these proposals as set out in Article 9(1)(b) of Regulation (EU) 2019/942 and Article 26(11) of Regulation (EU) 2019/943.

Stakeholder input is central to the development of our thinking and will help us examine all relevant issues. We therefore invite all interested parties to submit their views via this online​ survey by 5 August 2020, 23:59 hrs (CET) 9 August 2020, 23:59 hrs (CET). Please note ​the online survey will be temporarily unavailable due to planned maintenance between 3 – 5 August. 

All stakeholder comments will be considered in our decision, which we expect to take within the next 3 months according to Article 27 of Regulation (EU) 2019/943, i.e. by 5 October 2020.
