​​IMPLEMENTATION OF METHODOLOGIES RELATED TO THE ESTABLISHMENT OF EU'S BALANCING PLATFORMS

Implementation framework for RR platform

Pursuant to Article 19(1) of the EB Regulation, all TSOs performing the reserve replacement process pursuant to Part IV of Commission Regulation (EU) 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (SO Regulation) need to develop a proposal for the implementation framework for a European platform for the exchange of balancing energy from replacement reserves, and submit it to all the concerned regulatory authorities for approval and to the Agency for information.

Action 1: By June 2018, all TSOs performing the reserve replacement process pursuant to Part IV of SO Regulation submitted to all the concerned regulatory authorities and the Agency the proposal for the implementation framework for a European platform for the exchange of balancing energy from replacement reserves.

Action 2: By January 2019, all the concerned regulatory authorities approved the proposal for the implementation framework for a European platform for the exchange of balancing energy from replacement reserves.

Implementation framework for mFRR platform

Pursuant to Article 20(1) of the EB Regulation, all TSOs need to develop a proposal for the implementation framework for a European platform for the exchange of balancing energy from frequency restoration reserves with manual activation and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: In February 2019, all TSOs submitted to all regulatory authorities and the Agency the proposal for the implementation framework for a European platform for the exchange of balancing energy from frequency restoration reserves with manual activation.

​Action 2: In July 2019, all regulatory authorities referred the proposal for the implementation framework for a European platform for the exchange of balancing energy from frequency restoration reserves with manual activation to the Agency for a decision in accordance with the procedure set out in Article 5(7) of the EB Regulation.

Action 3: In January 2020, the Agency adopted a decision on the implementation framework for a European platform for the exchange of balancing energy from frequency restoration reserves with manual activation.

Implementation framework for aFRR platform

Pursuant to Article 21(1) of the EB Regulation, all TSOs need to develop a proposal for the implementation framework for a European platform for the exchange of balancing energy from frequency restoration reserves with automatic activation and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: In February 2019, all TSOs submitted to all regulatory authorities and the Agency the proposal for the implementation framework for a European platform for the exchange of balancing energy from frequency restoration reserves with automatic activation.

Action 2: In July 2019, all regulatory authorities referred the proposal for the implementation framework for a European platform for the exchange of balancing energy from frequency restoration reserves with automatic activation to the Agency for a decision in accordance with the procedure set out in Article 5(7) of the EB Regulation.

Action 3: In January 2020, the Agency adopted a decision on the implementation framework for a European platform for the exchange of balancing energy from frequency restoration reserves with automatic activation.

Implementation framework for the imbalance netting platform

Pursuant to Article 22(1) of the EB Regulation, all TSOs need to develop a proposal for the implementation framework for a European platform for the imbalance netting process, and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: By November 2018, all TSOs submitted to all regulatory authorities and the Agency the proposal for the implementation framework for a European platform for the imbalance netting process.

Action 2: By January 2019, all regulatory authorities requested from all TSOs to amend the proposal for the implementation framework for a European platform for the imbalance netting process.

Action 3: By March 2019, all TSOs submitted to all regulatory authorities and the Agency the amended proposal for the implementation framework for a European platform for the imbalance netting process.

Action 4: In May 2019, the chair of the Energy Regulators’ Forum, on behalf of all regulatory authorities, requested the Agency to grant a two-months extension for the regulatory authorities’ decision making regarding the amended proposal for the implementation framework for a European platform for the imbalance netting process, pursuant to Article 8(1) of Regulation (EC) No 713/2009, and the Agency granted the extension.

Action 5: By September 2019, all regulatory authorities requested from all TSOs to again amend the proposal for a methodology for the implementation framework for a European platform for the imbalance netting process.

Action 6: By October 2019, all TSOs submitted to all regulatory authorities and the Agency the amended proposal for the implementation framework for a European platform for the imbalance netting process.

Action 7: In December 2019, all regulatory authorities referred the amended proposal for the implementation framework for a European platform for the imbalance netting process to the Agency for a decision in accordance with the procedure set out in Article 5(7) of the EB Regulation. The reason for the referral was that they were not able to reach an agreement on the proposal.
