CAPACITY CALCULATION

Generation and load data provision (GLDP)

Pursuant to Article 17(1) of the FCA Regulation, all TSOs need to develop a proposal for a generation and load data provision methodology for long-term time frames and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: By September 2017, all TSOs submitted to all regulatory authorities and the Agency the proposal for the generation and load data provision methodology for long-term time frames.

Action 2: By March 2018, all regulatory authorities approved the proposal for the generation and load data provision methodology for long-term time frames.

The data provisions that are required to implement the generation and load data provision methodology for long-term time frames must be operational by twelve months after the approval by the last regulatory authority, i.e. by March 2019.

Common grid model (CGM)

Pursuant to Article 18(1) of the FCA Regulation, all TSOs need to develop a proposal for a common grid model methodology for long-term time frames and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: By Semtember 2017, all TSOs submitted to all regulatory authorities and the Agency the proposal for the common grid model methodology for long-term time frames.

Action 2: By March 2018, all regulatory authorities requested from all TSOs to amend the proposal for the common grid model methodology for long-term time frames.

Action 3: By May 2018, TSOs submitted to all regulatory authorities and the Agency the amended proposal for the common grid model methodology for long-term time frames.

Action 4: By July 2018, all regulatory authorities approved the amended proposal for the common grid model methodology for long-term time frames.

Capacity calculation methodology

Pursuant to Article 10(1) of the FCA Regulation, TSOs of each capacity calculation region (CCR) need to develop a proposal for a common capacity calculation methodology for long-term time frames and submit it to the concerned regulatory authorities for approval and to the Agency for information.

Action 1: In January 2019, the TSOs of the Nordic, GRIT and UI CCR submitted to the concerned regulatory authorities and the Agency their proposal for the capacity calculation methodology.

Action 2: In May 2019, the regulatory authorities of the CCR Nordic referred the proposal for the regional capacity calculation methodology to the Agency for a decision in accordance with the procedure set out in Article 4(10) of the FCA Regulation. The reason for the referral was that they were not able to reach an agreement on the proposal.

Action 3: In May 2019, the TSOs of the SWE CCR submitted to the concerned regulatory authorities and the Agency their proposal for the capacity calculation methodology.

Action 4: In July 2019, the regulatory authorities of CCR UI requested from the concerned TSOs to amend the proposal for the capacity calculation methodology.

Action 5: By July 2019, the TSOs of the Baltic and Hansa CCR submitted to the concerned regulatory authorities and the Agency their proposal for the capacity calculation methodology.

Action 6: In August 2019, the regulatory authorities of the GRIT CCR requested from the concerned TSOs to amend the proposal for the capacity calculation methodology.

Action 7: By October 2019, the TSOs of the SEE CCR submitted to the concerned regulatory authorities and the Agency their proposal for the capacity calculation methodology.

Action 8: In October 2019, the Agency adopted a decision on the Nordic CCR’s proposal for the capacity calculation methodology.

Action 9: In November 2019, the TSOs of the GRIT CCR submitted to the concerned regulatory authorities and the Agency their amended proposal for the capacity calculation methodology.

Action 10: In November 2019, the regulatory authorities of the SWE CCR requested from the concerned TSOs to amend the proposal for the capacity calculation methodology.

Action 11: In December 2019 the regulatory authorities of the Baltic CCR requested from the concerned TSOs to amend the proposal for the capacity calculation methodology.

Action 12: In January 2020, the TSOs of the SWE CCR submitted to the concerned regulatory authorities and the Agency their amended proposal for the capacity calculation methodology.

Action 13: By February 2020, the TSOs of the Channel CCR submitted to the concerned regulatory authorities and the Agency their proposal for the capacity calculation methodology.

Action 14: In February 2020 the regulatory authorities of the GRIT CCR approved the amended proposal for the capacity calculation methodology.

Action 15: In February 2020, the TSOs of the UI CCR submitted to the concerned regulatory authorities and the Agency their amended proposal for the capacity calculation methodology.

Action 16: In March 2020 the regulatory authorities of the SWE CCR approved the amended proposal for the capacity calculation methodology.

Action 17: In March 2020, the TSOs of the Baltic CCR submitted to the concerned regulatory authorities and the Agency their amended proposal for the capacity calculation methodology.

Action 18: In April 2020 the regulatory authorities of the UI CCR approved the amended proposal for the capacity calculation methodology.

Action 19: In May 2020, the regulatory authorities of the SEE CCR requested from the concerned TSOs to amend the proposal for the capacity calculation methodology.

Action 20: In May 2019, the regulatory authorities of the CCR Baltic referred the proposal for the regional capacity calculation methodology to the Agency for a decision in accordance with the procedure set out in Article 4(10) of the FCA Regulation. The reason for the referral was that they were not able to reach an agreement on the proposal.

Action 21: In May 2020, the TSOs of the Italy North CCR submitted to the concerned regulatory authorities and the Agency their proposal for the capacity calculation methodology.

Methodology for splitting cross-zonal capacity

Pursuant to Article 16(1) of the FCA Regulation, TSOs of each CCR need to develop a proposal for a methodology for splitting long-term cross-zonal capacity and submit it to the concerned regulatory authorities for approval and to the Agency for information.

Action 1: In January 2019, TSOs, the GRIT, Nordic and UI CCR submitted to the concerned regulatory authorities and the Agency the proposal for the methodology for splitting cross-zonal capacity.​

Action 2: In May 2019, TSOs of the SWE CCR submitted to the concerned regulatory authorities and the Agency the proposal for the methodology for splitting cross-zonal capacity.

Action 3: By July 2019, TSOs of Estonia and Latvia and the Hansa CCR submitted to the concerned regulatory authorities and the Agency the proposal for the methodology for splitting cross-zonal capacity.

Action 4: In July 2019, the regulatory authorities of CCR UI approved the proposal for the methodology for splitting cross-zonal capacity.

Action 5: In August 2019, the regulatory authorities of the GRIT CCR requested from the concerned TSOs to amend the proposal for the methodology for splitting cross-zonal capacity.

Action 16: In March 2020, the regulatory authorities of the Core CCR requested from the concerned TSOs to amend the proposal for the methodology for splitting cross-zonal capacity.

Action 17: By April 2020, the regulatory authorities of CCRs GRIT and Nordic approved the amended proposal for the methodology for splitting cross-zonal capacity.

Action 18: In May 2020, the regulatory authorities of CCR Hansa approved the amended proposal for the methodology for splitting cross-zonal capacity.

Action 19: In May 2020, TSOs of the Core CCR submitted to the concerned regulatory authorities and the Agency the amended proposal for the methodology for splitting cross-zonal capacity.

Action 20: In May 2020, TSOs of the Italy North CCR submitted to the concerned regulatory authorities and the Agency the proposal for the methodology for splitting cross-zonal capacity.
