​​​​GUIDELINES ON THE INTEGRATION AND FUNCTIONING OF EU'S INTERNAL ELECTRICITY MARKET

 

The Regulation (EC) 714/2009 lays ground for the establishment of network codes and guidelines as binding and detailed rules for providing and managing effective and transparent access to the transmission networks across borders, and to ensure coordinated and sufficiently forward-looking planning and sound technical evolution of the transmission system in the Community. To date, three network codes which are directly related to the integration and functioning of electricity market have been developed. While they were developed based on a procedure as set out in Article 6 of Regulation (EC) 714/2009, they were later adopted as Commission guidelines pursuant to Article 18 of Regulation (EC) 714/2009. These guidelines are:

  1. Guideline on Capacity Allocation and Congestion Management, covering the implementation and functioning of the Union's internal electricity market in the day-ahead and intraday timeframe.

  2. Guideline on Forward Capacity Allocation, covering the implementation and functioning of the Union's internal electricity market in the forward timeframe.

  3. Guideline on Electricity Balancing, covering the implementation and functioning of the Union's internal electricity market in the balancing timeframe.

The Regulation (EC) 714/2009 complemented with the three market related guidelines constitute the main legal framework for the establishment and functioning of the Union's internal electricity market. These guidelines, however, foresee the establishment of even more detailed rules and procedures called terms and conditions or methodologies, which need to be developed by TSOs or NEMOs and approved by national regulatory authorities. These rules also contribute to the binding legal framework facilitating the establishment and functioning of the Union's internal electricity market.
