CAPACITY CALCULATION

​DEVELOPMENT OF METHODOLOGIES RELATED TO DAY-AHEAD AND INTRADAY CAPACITY CALCULATION

Definition of capacity calculation regions (CCRs)

Pursuant to Article 15 of the CACM Regulation, all TSOs need to develop a proposal for capacity calculation regions and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: By November 2015, all TSOs submitted to all regulatory authorities and the Agency the proposal for capacity calculation regions.

Action 2: In May 2016, all regulatory authorities informed the Agency that they were not able to reach an agreement on the proposal for capacity calculation regions. In accordance with Article 9(11) of the CACM Regulation, the Agency thereby became competent to adopt a decision on the proposal for capacity calculation regions.

Action 3: In November 2016, the Agency adopted a decision on the proposal for capacity calculation regions.

Action 4: In August 2017, all TSOs submitted to all regulatory authorities and the Agency the proposal for the first amendment of capacity calculation regions.

Action 5: By February 2018, all regulatory authorities approved the proposal for the first of capacity calculation regions pursuant to Action 4.

Action 6: In April 2018, all TSOs submitted to all regulatory authorities and the Agency the proposal for the second amendment of capacity calculation regions.

Action 7: In October 2018, all regulatory authorities informed the Agency that they were not able to reach an agreement on the proposal for capacity calculation regions. Thereby, in accordance with Article 9(11) of the CACM Regulation, the Agency became competent to adopt a decision on the proposal for capacity calculation regions.

Action 8: In April 2019, the Agency adopted decision on the amended proposal for the capacity calculation regions.

The proposal for the definition and amendments of capacity calculation regions have been implemented on the day of the Agency's decision or the day of the decision of the last concerned regulatory authority.

Common grid model (CGM)

Pursuant to Article 17 of the CACM Regulation, all TSOs need to develop a proposal for a common grid model methodology and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: By July 2016, all TSOs submitted to all regulatory authorities and the Agency the proposal for a common grid model methodology.

Action 2: In January 2017, all regulatory authorities requested from all TSOs to amend the proposal for a common grid model methodology.

Action 3: By April 2017, all TSOs submitted to all regulatory authorities and the Agency the amended proposal for a common grid model methodology.

Action 4: By July 2017, all regulatory authorities approved the proposal for the common grid model methodology.

The common grid model methodology is expected to be implemented in several steps within 13 months after the regulatory approval. You can find more details on these steps within the approved methodology.

Generation and load data provision (GLDP)

Pursuant to Article 16 of the CACM Regulation, all TSOs need to develop a proposal for generation and load data provision methodology and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: By August 2016, all TSOs submitted to all regulatory authorities and the Agency the proposal for generation and load data provision methodology.

Action 2: By January 2017, all regulatory authorities (except for one) approved the proposal for the generation and load data provision methodology. The last regulatory authority approved the proposal in July 2017.

The generation and load data provision methodology is expected to be implemented in several steps within 12 months after the regulatory approval. You can find more details on these steps within the approved methodology.

Capacity calculation methodology (CCM)

Pursuant to Article 20 of the CACM Regulation, all TSOs in each capacity calculation region (CCR) need to develop a proposal for a common coordinated capacity calculation methodology within the respective CCR and submit it to all regulatory authorities of the respective CCR for approval and to the Agency for information.

  • The approval process of the common coordinated capacity calculation methodologies has finished in all CCRs, with the approval of the common coordinated capacity calculation methodology in the CCR Italy North, in November 2019.

 

Action 1: By September 2017, the TSOs from CCRs CORE and NORDIC submitted to the concerned regulatory authorities and the Agency the proposals for the common coordinated capacity calculation methodology using the flow-based approach.

Action 2: By January 2018, the TSOs from CCRs BALTIC, CHANNEL, GR-IT, HANSA, IU, SEE, SWE submitted to the concerned regulatory authorities and the Agency the proposals for the common coordinated capacity calculation methodology using the coordinated net transmission capacity approach. TSOs from CCR ITALY NORTH submitted such methodology in May 2018.

Action 3: In March 2018, the relevant regulatory authorities requested from their respective TSOs to amend the proposal for common coordinated capacity calculation methodology for the CCRs BALTIC, CHANNEL, CORE, GR-IT, IU, NORDIC and SWE. Regulatory authorities from CCR SEE issued such request in June 2018. Regulatory authorities from CCR ITALY NORTH issued such request in December 2018. Upon request, the Agency granted regulatory authorities from CCR HANSA a four-month extension. Subsequently, regulatory authorities from CCR HANSA issued a request for amendment in July 2018.

Action 4: By June 2018, the TSOs from CCRs BALTIC, CHANNEL, CORE, GR-IT, IU, NORDIC and SWE submitted to the concerned regulatory authorities the amended proposals for the common coordinated capacity calculation methodology. TSOs from CCR SEE submitted such document in August 2018. TSOs from CCR HANSA submitted such document in September 2018. TSOs from CCR Italy North submitted such document in February 2019.

Action 5: In July 2018, concerned regulatory authorities approved the common coordinated capacity calculation methodologies for the CCRs GR-IT, IU and NORDIC. Upon request, the Agency granted regulatory authorities from CCR BALTIC a three-months of decision-making extension. TSOs from CCR BALTIC submitted a revised version of the amended proposal in October 2018. In November 2018, the regulatory authorities from CCR BALTIC approved the amended proposal. In December 2018, regulatory authorities from CCR HANSA approved the amended proposal.

Action 6: In July 2018, relevant regulatory authorities requested from their respective TSOs to amend for a second time the proposal for common coordinated capacity calculation methodology for the CCRs CHANNEL, ITALY NORTH and SWE. Regulatory authorities from CCR SEE issued such request in October 2018. Regulatory authorities from CCR ITALY NORTH issued such request in June 2019.​

Action 7: In August 2018, regulatory authorities from CCR CORE informed the Agency that they did not reach an agreement over the amended proposal for the common coordinated capacity calculation methodology.

Action 8: By October 2018, TSOs from CCR CHANNEL and SWE submitted for the second time an amended proposal for common coordinated capacity calculation methodology. TSOs from CCR ITALY NORTH submitted such amended proposal by September 2019. By December 2018, relevant regulatory authorities approved the proposal for common coordinated capacity calculation methodology for the CCRs CHANNEL and SWE. Regulatory authorities from CCR SEE approved the amended proposal in April 2019.​ 

Action 9: In December 2018, the relevant regulatory authorities from CCR NORDIC, requested an amendment of the common coordinated capacity calculation methodology from their respective TSOs. The TSOs sent the amended proposal by June 2018.

Action 10: In February 2019, the Agency adopted a decision on the amended proposal for common coordinated capacity calculation methodology for the CCR CORE.

Action 11: In November 2019, relevant regulatory authorities approved the amended proposal for the common coordinated capacity calculation methodology from CCR Italy North.
