Energy Infrastructure Package

On 14 October 2013 the European Commission adopted the first list of Projects of Common interest for trans-European energy infrastructure, which can be explored interactively in the European Commission transparency platform.
 
On 18 November 2015 the European Commission adopted the second list of Projects of Common Interest, published on 27 January 2016 in the Official Journal of the European Union, replacing the 2013 first list of Projects of Common Interest.
 
Regulation (EU) 347/2013 on guidelines for trans-European energy infrastructure requires the Agency to perform several tasks which help foster the adequacy and the efficiency of the development of the European gas sector infrastructure. In particular, the Agency:
 
  • Helps ensure cross-regional consistency by providing an opinion on the draft regional lists of projects of common interest;
  • Monitors, together with the Regional Groups, the progress achieved in implementing the projects of common interest and, if necessary, makes recommendations to facilitate the implementation of projects of common interest;
  • Collects annual reports of Project of Common Interest submitted by project promoters, including details of the progress achieved, possible delays compared to the implementation plan, and a revised plan aiming at overcoming the delays. First annual reports of Project of Common Interest have to be submitted by project promoters by 31 March 2015.
  • Submits, within three months from the submission of the annual reports by project promoters, to the Groups a consolidated report for the projects of common interest, evaluating the progress achieved and makes, where appropriate, recommendations on how to overcome the delays and difficulties encountered. The consolidated report also evaluates, in accordance with Article 6(8) and (9) of Regulation (EC) No 713/2009, the consistent implementation of the Union-wide network development plans with regard to the energy infrastructure priority corridors and areas.
  • Decides on investment requests including on cross-border cost allocation as well as the way the costs are reflected into tariffs when the NRAs have not taken coordinated decisions on the investment request within six months of the date on which the request was received by the last of the NRAs.

  • Provides Opinions on the CBA methodologies developed by the ENTSOs and launch of the process for CBA updates.

  • Recommends a common methodology to evaluate the incurred higher risks of PCIs and on incentives to be provided to PCI.

  • Provides a cooperation framework for NRAs to establish and make publicly available a set of indicators and corresponding reference values for the comparison of unit investment costs for comparable projects of the gas and electricity infrastructure pursuant to Article 11(7) of Regulation (EU) No 347/2013.
