Cross-zonal capacity calculation methodology

Pursuant to Article 37(3) of the EB Regulation, TSOs of each capacity calculation region need to develop a methodology for cross-zonal capacity calculation within the balancing timeframe for the exchange of balancing energy or for operating the imbalance netting process, and submit it to the concerned regulatory authorities for approval and to the Agency for information.

No actions have been completed yet with regard to this topic.

 

Application of an allocation process of cross-zonal capacity

Pursuant to Article 38(1) of the EB Regulation, two or more TSOs may set up a proposal for the application of a methodology for a cross-zonal capacity allocation process for the exchange of balancing capacity or sharing of reserves and submit it to the relevant regulatory authorities for approval and to the Agency for information.

Action 1:
In April 2019, the TSOs of Denmark, Finland and Sweden submitted to all the concerned regulatory authorities and the Agency the proposal for the application of a methodology for the market-based allocation process for the cross-zonal capacity for the exchange of balancing capacity for Frequency Restoration Reserves with automatic activation.

Action 2: In October 2019, all the concerned regulatory authorities requested from the TSOs of Denmark, Finland and Sweden to amend the proposal for the application of a methodology for the market-based allocation process for the cross-zonal capacity for the exchange of balancing capacity for Frequency Restoration Reserves with automatic activation.

Action 3: In December 2019, the TSOs of Denmark, Finland and Sweden submitted to all the concerned regulatory authorities and the Agency the amended proposal for the application of a methodology for the market-based allocation process for the cross-zonal capacity for the exchange of balancing capacity for Frequency Restoration Reserves with automatic activation.

Action 4: In February 2020, all the concerned regulatory authorities referred the amended proposal for application of a methodology for the market-based allocation process for the cross-zonal capacity for the exchange of balancing capacity for Frequency Restoration Reserves with automatic activation to the Agency for a decision in accordance with the procedure set out in Article 6(2) of the EB Regulation. The reason for the referral was that they were not able to reach an agreement on the proposal.

Harmonisation of the methodology for the allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves

Pursuant to Article 38(3) of the EB Regulation, all TSOs need to develop a proposal to harmonise the methodology for the allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves per timeframe, and submit it to all regulatory authorities for approval and to the Agency for information.

No actions have been completed yet with regard to this topic.

 

Methodology for a co-optimised allocation process of cross-zonal capacity

Pursuant to Article 40(1) of the EB Regulation, all TSOs need to develop a proposal for a methodology for a co-optimised allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves, and submit it to all regulatory authorities for approval and to the Agency for information.

Action 1: In December 2019, all TSOs submitted to the Agency the proposal for a methodology for a co-optimised allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves.

Action 2: In June 2020, the Agency adopted a decision on the proposal for a methodology for a co-optimised allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves.

Methodology for a market-based allocation process of cross-zonal capacity      

Pursuant to Article 41(1) of the EB Regulation, all TSOs of a CCR may develop a proposal for a methodology for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves and submit it to the relevant regulatory authorities for approval and to the Agency for information.

Action 1: In April 2019, the TSOs of CCR NORDIC submitted to all the concerned regulatory authorities and the Agency the proposal for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity for Frequency Restoration Reserves with automatic activation.

Action 2: In October 2019, all the concerned regulatory authorities requested from the TSOs of CCR NORDIC to amend the proposal for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity for Frequency Restoration Reserves with automatic activation.

Action 3: In December 2019, the TSOs of CCR NORDIC submitted to all the concerned regulatory authorities and the Agency the amended proposal for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity for Frequency Restoration Reserves with automatic activation.

Action 4: By December 2020, the TSOs of CCR BALTIC submitted to the concerned regulatory authorities and the Agency the proposals for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves. 

Action 5: By January 2020, the TSOs of CCRs GRIT, HANSA and IT NORTH submitted to each CCR’s concerned regulatory authorities and the Agency the proposals for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves.

Action 6: By March 2020, the TSOs of CCR CORE submitted to the concerned regulatory authorities and the Agency the proposals for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves.

Action 7: In February 2020, all the regulatory authorities of CCR NORDIC referred the amended proposal for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity for Frequency Restoration Reserves with automatic activation to the Agency for a decision in accordance with the procedure set out in Article 6(2) of the EB Regulation. The reason for the referral was that they were not able to reach an agreement on the proposal.

Action 8: In June 2020, all the concerned regulatory authorities requested from the TSOs of CCR BALTIC to amend the proposal for a market-based allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves.

Methodology for an allocation process of cross-zonal capacity based on economic efficiency analysis


Pursuant to Article 42(1) of the EB Regulation, all TSOs of a CCR may develop a proposal for a methodology for the allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves based on economic efficiency analysis and submit it to the relevant regulatory authorities for approval and to the Agency for information.

Action 1: By January 2020, the TSOs of CCRs GRIT and IT NORTH submitted to each CCR’s concerned regulatory authorities and the Agency the proposals for an allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves based on economic efficiency analysis.

Action 2: By March 2020, the TSOs of CCR CORE submitted to the concerned regulatory authorities and the Agency the proposals for an allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves based on economic efficiency analysis.
