Aim of the traineeship

The traineeship programme, offered by the Agency, aims to attract strongly motivated, highly qualified and competent applicants while treating them in a professional manner, so that both parties can benefit from the programme. An official traineeship programme creates a pool of people with first-hand experience trained in the European Union and the Agency’s specific procedures, who will be better prepared to collaborate with the Agency in the future.

In exchange, trainees can acquire technical and operational experience through their everyday work in the Agency and are able to put into practice the technical knowledge they have acquired during their studies or professional careers.

A traineeship at the Agency is an opportunity to receive professional work experience in a distinctly multinational and intellectually stimulating environment, while contributing to the Agency's mission in assisting national regulatory authorities (NRAs) to perform their duties at EU level and to coordinate their actions whenever necessary.

Who can apply?

The programme is aimed at young university graduates, nationals of a Member State of the European Union, Norway, Iceland or Liechtenstein, who have a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is three years or more by the beginning of the traineeship. Candidates for a traineeship are required to have a very good knowledge of at least two Community languages, whereas one language should be English (level C1 according to the Language levels of the Common European Framework of Reference).

Traineeships last for a minimum of three months to a maximum of six months and may be extended once to a subsequent period of up to six months.

Applications will not be accepted from applicants who, for more than 6 weeks:

  • Have already benefited or benefit from any kind of traineeship within any of the European institutions or bodies; or
  • Have had or have any kind of employment within a European institution or body.        

Traineeships may be offered in the Gas Department, Electricity Department, Market Integrity and Transparency Department, Market Surveillance and Conduct Department, Director’s Office and Administration Department. ACER published traineeship programmes in an open call.        

Interested candidates are invited to complete the Application Form for the open traineeship programme, attach a copy of diploma and send it to: Traineeship@acer.europa.eu.

Selection procedure

A list of eligible and suitable applicants whose applications, and in particular, educational background, qualifications, competences, motivations and preferences suit best the identified needs in accordance with the established and available places.

Prior to the final selection decision, applicants may be contacted to vertify their availability, suitability, language skills, as well as to discuss reciprocal expectations.

Finally, the Agency’s Director selects the trainees based on the list of suitable applicants and on the number of places available. All candidates are informed in writing about the outcomes of the selection procedure. Selected candidates receive all necessary information concerning the traineeship.

Traineeship grant

Trainees not receiving external support shall be awarded a monthly grant during the traineeship period. The amount of the monthly grant is set at the 25 % of the basic salary of a Temporary Staff member in grade AD 5 step 1 corrected to country correction coefficient.  In the year 2020, this amount corresponds to 1,032.78 €.

In addition to the monthly grant, trainees may be paid the following contributions:       

A.   Contribution towards travel expenses incurred at the beginning and at the end of traineeship  

Trainees completing at least a 3-month traineeship period shall be entitled to receive reimbursement of their travel expenses incurred at the beginning and end of their traineeship.  

Travel expenses are paid half at the beginning and half at the end of the traineeship period for travel from the place of recruitment to the place of engagement and back. Travel allowances shall be calculated in accordance with Article 7 of Annex 7 of the Staff Regulations.  

Trainees whose place of recruitment is less than 200 km from the place of engagement are not entitled to the reimbursement of travel expenses.  

B.   Public transport travel contribution:  

Trainees may be entitled to a monthly pass for public transport within Ljubljana.  

The place of traineeship will be Ljubljana (Slovenia), where the Agency is based.
