Overview
Europe has an EU-wide framework ('REMIT') to detect and prevent market manipulation and abuse in wholesale energy markets. The REMIT Regulation was revised in 2024, introducing new and updated data reporting requirements. These are further specified in the recast REMIT Implementing Regulation (2026).
To help reporting parties meet their obligations, ACER is publicly consulting on this consolidated Guideline on REMIT transaction reporting. The document:
- clarifies key definitions (e.g. who must report, what and when); and
- separates technical instructions on how to report data to ACER (available in ACER’s Transaction Reporting User Manual (TRUM)) from the more policy‑oriented aspects of REMIT data reporting.
Why we are consulting
ACER’s new consolidated guideline aims to help market participants comply with REMIT requirements and obligations.
This public consultation seeks stakeholder views to refine the structure and content of the guideline and ensure it:
- is clear and practical; and
- supports uniform REMIT data reporting across the EU.

Next steps
This public consultation will run from 16 April to 12 June 2026.
ACER will evaluate the feedback received and use it to finalise its Guideline, expected in October 2026.
