Webinar: Methodology for ACER’s new cost efficiency comparison of EU gas TSOs
What is it about?
ACER has been tasked with carrying out a periodic cost comparison assessing the efficiency of gas transmission system operators (TSOs) across the EU. The results should be taken into account by national regulatory authorities when setting the allowed or target revenues of the TSOs.
On 15 October 2025, ACER held a webinar to present the methodology for its efficiency comparison, as well as the next procedural steps.
This webinar concluded the first phase of the ACER efficiency comparison, during which ACER gathered feedback on its proposed methodology through a public consultation (17 June-17 July 2025) and workshop (9-10 July 2025).
Event objective

- Expert review conducted to assess the proposed methodology.

What are the next steps?
12 December 2025: ACER published the consultancy study outlining the ACER efficiency comparison methodology.
January 2026: The next phase will involve data collection from gas TSOs and data validation.
