ACER publishes its Opinion on the ‘Proposal for Operation of the ENTSO-E Central Information Transparency Platform’

​ACER just published its Opinion on the ‘Proposal for Operation of the ENTSO-E Central Information Transparency Platform’. ACER notes that the Proposal contains a very concise description of how the Central Information Transparency Platform works.  ACER values that the Proposal also shows how that the platform will be made available online to the public free of charge and that the data offered can be easily accessed and downloaded. Since the Proposal does not explicitly state that the data will be updated and available for at least five years, or time-stamped, archived and made available to the public, the Agency expects that ENTSO-E will comply with those requirements. With regard to the costs of the Platform, however, ACER considers the information received from ENTSO-E insufficient for assessing its cost effectiveness. Accordingly, ACER concludes that it will only be able to make such assessment once ENTSO-E had provided additional information. The opinion has been issued pursuant to Article 3(2) of Regulation (EU) No 543/2013 of 14 June 2013 on submission and publication of data in electricity markets and amending Annex I to Regulation (EC) No 714/2009 of the European Parliament and of the Council.
