Regulation (EU) No 347/2013 introduced cross-border cost allocation (CBCA) as an improved regulatory tool to facilitate the implementation of projects of common interest (PCIs), taking into account the distribution of costs and benefits across borders.

On 18 December the Agency issued its Recommendation No 05/2015 to help project promoters and National Regulatory Authorities (NRAs) in future cross-border cost allocation procedures and to facilitate a consistent EU-wide approach for CBCA cases by sharing good practices. Recommendation 05/2015 is accompanied by a summary report of CBCA decisions taken till September 2015.

In this context, on 2 February 2016 the Agency will hold a public workshop at its premises in Ljubljana. All interested stakeholders are invited to participate.

On this occasion the Agency will present its new recommendation on CBCA, including its approach for the submission of an investment request and the principles that NRAs should consider when assessing an investment request, with a focus on practical aspects. The workshop will also provide an opportunity to discuss the current challenges of the CBCA process.

The Workshop’s webpage and registration is available here. Deadline for registration is 26 January 2016.

Stakeholders are also invited to submit questions regarding the Agency’s CBCA Recommendation by 26 January to cbca-workshop@acer.europa.eu
