Overview

On 5 November 2026, ACER will introduce the preliminary version of EU-Flex, an open-source electricity market model developed to assess flexibility needs across the EU.

Electricity flexibility is the power system’s ability to respond to changes in supply and demand. Under the EU’s Electricity Market Design reform (2024), ACER is tasked with estimating flexibility needs across the EU, identifying potential gaps between these needs and available flexibility and recommending actions to address cross-border issues. The first assessment is planned for July 2027.

This preliminary release will summarise progress to date, allowing stakeholders to explore the modelling approach and provide feedback ahead of the 2027 assessment. It will cover:

  • A short paper introducing the EU-Flex model and its key features, demonstrating its use through a test case.

  • A preliminary version of the model, including its source code.

  • The test case input data required to run the model.

  • A document describing the underlying methodology.

Why we are consulting

The publication will give stakeholders an opportunity to:

  • review the proposed modelling approach and contribute to the development of the EU-Flex model ahead of the 2027 assessment;

  • provide feedback on the accompanying paper and methodology to identify potential gaps, limitations and areas for improvement.

Feedback on the paper and methodology will be collected through this consultation. Feedback on the model will be collected directly on ACER’s public GitHub repository.

Next steps

This consultation will run from 5 November to 17 December 2026.

On 17 November, ACER will hold a webinar to present the preliminary version of EU-Flex and inform stakeholders about the next steps. Register for free.

ACER will review the feedback received to prepare the upcoming flexibility needs assessment.
