What is it about?

ACER will hold a webinar to present the preliminary version of EU-Flex, a new open-source electricity market model developed to assess flexibility needs across the EU.

Electricity flexibility is the power system’s ability to respond to changes in supply and demand. Under the EU’s Electricity Market Design reform (2024), ACER is tasked with estimating flexibility needs across the EU, identifying potential gaps between these needs and available flexibility and recommending actions to address cross-border issues. The first assessment is planned for July 2027.

The EU-Flex model will support this work. Its preliminary version and an explanatory paper will be published on 5 November 2026, allowing stakeholders to explore the model and provide feedback ahead of the 2027 assessment.

Event structure and objective

The webinar will consist of two sessions:

  • Introduction to the EU-Flex model, including its purpose and key features.

  • Practical demonstration of how to set up, configure and run the model.

The aim is to inform stakeholders about ACER’s upcoming assessment and show how the EU-Flex model can be used to analyse flexibility needs across the EU.
