ACER and European Commission workshop: Advancing REMIT implementation and energy market surveillance

What is it about?
ACER and the European Commission’s Directorate General for Energy are organising their annual workshop to present and discuss key developments and challenges in REMIT implementation.
REMIT is the EU-wide framework to detect and deter market manipulation and abuse in wholesale energy markets. It enhances transparency and trust in the integrity of Europe’s energy markets.
Latest REMIT developments
Since the 2024 revision of the REMIT Regulation, implementation has advanced on three main fronts:
- Secondary legislation: The framework was updated in April 2026 with a recast REMIT Implementing Regulation on data reporting and a new Delegated Regulation on reporting entities. By setting out detailed rules for data reporting and supervision of reporting entities, these acts aim to improve data collection and enable more effective market monitoring.
- Cross-border cases: ACER will move into action on its expanded investigatory power on cross-border cases from the second half of 2026, supporting coordinated oversight across the EU.
- Market surveillance and processing of suspicious transactions: ACER will publish two new reports (8 May 2026) assessing current market surveillance practices with the aim of identifying and fostering best practices.
Workshop objective
This joint workshop aims to:
- present latest developments in REMIT implementation and upcoming changes, focusing on recent updates to REMIT secondary legislation and ACER's investigatory role as it comes into force;
- exchange views on challenges and opportunities of the revised REMIT data reporting framework and its impact on data quality and transparency;
- facilitate discussion between regulators and industry on current and future challenges for market integrity and effective market surveillance; and
- address stakeholders’ questions and encourage their active involvement in REMIT-related activities.

Insights gathered during the workshop will help steer ACER’s and the European Commission’s work.
