Ahead of the European Commission’s Grids Package proposals (expected in Q4 2025), ACER sets out its recommendations for revising the current legal framework for grids.

The report examines the role of cross-zonal electricity trade in shaping a more integrated and efficient EU electricity market. 

This guidance provides practical recommendations to help national distribution grid operators align with Europe’s decarbonisation goals and turn grid development into a driver of the clean energy transition. 

Covering 50 decisions made between 2014 and 2024, the report provides insights into how these decisions determine the cost distribution of major cross-border projects and support project development.

Following a consultation process launched in March 2025, ACER has concluded that implementing peak-shaving products in the EU electricity market under normal conditions would bring more challenges than advantages.
