What is it about?

This workshop focuses on the proposals for creating a Nordic automatic Frequency Restoration Reserve (aFRR) Balancing Capacity Market through the following methodologies:

  • The methodology for establishing common and harmonised rules and process for the exchange and procurement of balancing capacity.
  • An exemption for not allowing balancing service providers to transfer their obligations to provide balancing capacity across bidding zone borders.
  • The methodology for the application an allocation process of cross-zonal capacity for the exchange of balancing capacity.
  • The methodology for a market-based allocation process of cross-zonal capacity.

In this workshop, stakeholders will get insights about the Agency's proceedings related to these four proposals, the discussions within the Agency, regulatory authorities and the Transmission System Operators (TSOs); as well as being able to express their views. Background

On 28th of February 2020, the Agency received the referral from National Regulatory Authorities of these four proposals by the TSOs of the Nordic region in compliance with the EU Regulation establishing a guideline on Electricity Balancing. The deadline for these decisions is 17th August 2020.​​
