Following a consultation process launched in March 2025, ACER has concluded that implementing peak-shaving products in the EU electricity market under normal conditions would bring more challenges than advantages.
Every year ACER produces a Consolidated Annual Activity Report (CAAR) describing the activities performed and the objectives achieved during the year.
For the first time, the findings of ACER monitoring are presented through an interactive dashboard, which offers a detailed outline of the projects’ progress, regulatory treatment and financing status. The dashboard is complemented by individual project overviews.
The report identifies persistent barriers to demand response and proposes 12 no-regret actions to remove them.
This report enhances transparency and comparability in electricity network tariff setting by sharing national practices. It also examines and offers insights into various tariff challenges faced by energy regulators.
